eBay will not let me open a return request because it says the seller already gave me a full refund. The seller did not give me a full refund - he did not refund a good part of the shipping. Is there any way to contact eBay directly?

Will this work even though the seller refunded the amount he received? The shipping amount I did not receive must have gone to the eBay International Shipping site, and not to the seller.
