Why am I not allowed to use PayPal Credi to purchase items when cost is over $100?

Purchased fake coins.

I purchased (20) 2022 ASE back in January 2023 and am just now realizing they are fakes. Cannot contact seller and not able to recruit ebay because purchase was over ninety days ago. Any thoughts?
