What is the usual amount of time that it takes eBay to finally resolve an issue with a seller that is blatantly violating eBay's ToS?

Seriously! What is the deal with Buyer's not leaving feedback? I only get maybe 1 feedback in every 10 sales! That is ridiculous. Is there any way other than actually contacting a buyer to remind them to leave feedback?
