There is also another issue as USPS stated I must purchase the higher server as total shipping costs $460.00 (more than $400). I guess I will contact eBay again and whatever they tell me - I will go with it.

Does it have to be extract matched or approximated? I am not sure if I can get something that extract match the amount he sent me.

Yes, I will need to purchase the return label myself so there will be a high chance that eBay will side with seller if package is lost or seller can simply claim he never receives it without a proof of delivery confirmation.
