Can Managed Payments be set up for savings account (this is the same account I always had with Paypal? If not, why not?

Nov. 20 promotional offer not working after activation! Anyone else having issues?

The Nov. 20th listing fee promotional offer is not working after I have activated it. It shows up on my promotions landing page as "50 Used" but I have not even listed yet.
