Can Managed Payments be set up for savings account (this is the same account I always had with Paypal?  If not, why not?

As for the “why not”.

I don’t believe money can be pulled out from a savings account by anyone other than the account owner.

 

If you don’t have available funds in the MP and you need to refund, eBay needs an account to pull it from.

Everyone has options. Just be sure the best option is right for you.
