If I ship a 3lb box from Toronto, Canada to California, I'm looking at
around $18 by Fedex for example thanks to Ebay discounts. If I buy
something in the U.S. and have it go to Toronto, with same basic size,

Global shipping added a small amount onto regular mail shipping, but the
time-frame between order and delivery is pretty bad, often 2-3 weeks for
something that should, even by truck, only take 4-5 days.
Exactly the situation I've run in to as a seller. Return shipping is
prohibitive in some cases, so if there is an issue, you just let the
buyer keep the item.
