I have a long list of buyers who had bought from our store and claim to
never have received the items when the tracking shows delivered via eBay
envelope tracking. My guess is the servicers have issues locating the
packages, but that is not my fault....

Exactly my point, they should be contacting the USPS, not opening a case
with eBay. USPS has the ability to track packages way better than I ever
could.
