Buying merchandise for reselling from Japan do i have to pay duty tax

Hello there , I am planning to buy a merchandise from Japan for 700$ , I don’t pay sales tax because I will resell them here later . Do i have to pay duty tax ? What about if I regularly buy merchandise for 700$ ?Thank you
