App decides on its own 'Make Offer' minimum every time I click revise

I go in real quick to add another photo, boom suddenly I have a minimum offer, I have to re-revise and change it back. Help!

Is this new "Good 'til Cancelled" restriction on fixed price permanent?

I don't understand how this benefits anybody, sellers OR eBay. Is anybody actually happy about this?
