item returned to me. Buyer entered wrong ship to address.

a sold item was returned to me , shipped USPS. USPS and the Buyer had entered insufficient ship to address. I have received the package back. How do I reship to the correct address and charge the buyer for reshipping?

my buyer should have received their item on Nov 15th. Shipped it USPS 1st class. tracking shows "in transit". Buyer is questioning if he can get a refund. Should the buyer or I contact the post office ?
