I feel like this feature should be removed from eBay. It doesn't matter what buyers do, eBay never stands behind sellers besides "item not received" or similar issues

When you send an offer from mobile app it always returns to the top of the list after sending an offer which makes the interface completely unuseful if you need to scroll trough your listing and send offers for specific items
The top search bar overlays "leave feedback" option 
I have recently sold an item and eBay charged the buyer $9.99 (calculated UPS shipping). When I go to print my label it tells me $13.45 (the same carrier, smaller weight and smaller size). Am I missing something here?
