Why can't ebay stop these scammers who bid for fun?

Why does eBay not throw non paying buyers off? I notice the last 4 that have messed up my sales are still on ebay.

So tired of these scammers. 4 times now. They all have 1 or 2 positive feedbacks but those look to be fake also. As a seller we can receive negative reviews but as fake buyers we can't give them a negative review? This stinks.
