A buyer just informed me that an item received is damaged. Insurance was not purchased due to the transaction amount being under $20. Can a claim be filed with the postal service? if so, who should file the claim the buyer or the seller? Thank you.

I have attempted to add it back to the page but no luck. I have deleted other columns to make room for the Format column, but it does not appear. The only thing that happens is that the Action and Item columns get wider and fill the space.
