I am worry about my too much high billings charges, i want to know the difference between U.S.A and other countries accounts eBay and papal charges rates, because my friend having USA account and he has very low billing rate but i am facing high bill...

When i click on any eBay's application they show that i don't have permission, why?

unable to use eBay apps, why?when i subscribe an app, they just show me "you dont have permission"
