Last week I received buy nows on some items from 0 rated members created
the same day. Their username sounded strange, so I cancelled their buy
now and refunded their money. I just received notification from eBay

I am receiving a slew of 0 rated new accounts created today and
yesterday for one of my listings for a technology item. Anyway to
prevent these fake accounts from buying now my items? I refund to cancel
out the order, but I am still charged the trans...
A buyer is requesting a return, no problem. He refuses to open a return
request with eBay, but he filed dispute with Paypal. I stated I'd be
happy to issue a refund, please send the item back at my expense. He
doesn't reply. What do I do? Thank you.
