I bought an item from a vendor whose location ebay is showing as hong kong. But when he gave me tracking number it shows shipping from Dubai. I took tracking number from the system. Is the tracking number wrong? or item location is wrongly mentioned?

Seller is neither responding my emails nor shipping the item. Ebay says I need to wait until promised delivery date before opening the ticket. My money is stuck with seller. It is stuck there for next two months. It is like seller has got a loan from...
