The pay in 4 option is not showing up when I checkout to pay, I can’t even choose what credit card to use from PayPal when I pay.

I submitted an offer on a item in January which was declined but it still shows up on my bids/offers page because the seller keeps relisting item. Only shows on the app and not on a computer
