How do I file a claim for an item that I sent to a buyer, the buyer claimed it wasn't received and eBay issued a refund. The item was sent using eBay Standard Envelope.

Has anyone had problems with eBay putting a hold on funds because the usps hasn't delivered an eBay standard envelope with a tracking number? What good is the tracking number if it doesn't have to be scanned? What a joke!!!
