anyone had an item returned damaged, I filed Claim and they Denied then Refunded and Keep my 12.9%

Has anyone had an item returned damaged , I then filed a claim with ebay filed all the proper paperworkthey denied my claim refunded the buyer and now will not give me back the 12.9% they charged me
