EIS automatic enrolment now address incorrect and cant ship or cancel order

eBay automatically enrolled me yesterday into EIS. Today i have an order to their hub but eBay blocks me from printing label or canceling order per there instructions.

The sellers can't accept payments right now. Contact them for help. Error Codes: 70245 70164 INFO?
