App does not work

It’s been over a few weeks eBay app does not work. When I click on the app icon it keeps loading for a couple of minutes and then brings me back to home screen.

Please do the following. 

- uninstall the app

- reboot phone 

- reinstall app

My ipad doesn't allow ios later than 9.xxx.
"Reinstall app"; What app if the App on App store is for IOS 11 or later.
Do you have no other answer than a prefabricated one that doesn't answer the problem?
What to do?

For devices with Oses less than iOS 11 you will need to use Ebay in the safari browser.
