What are some ways to get more positive feedback on Ebay while staying within their feedback policy?

Buy or sell low cost items.
Buying is more likely to get you feedback than selling though.

Some users almost always leave positive feedback.
Some users almost never leave positive feedback.
There is probably not much you can do to change that behavior unless you want to risk receiving a negative.
Some users only leave feedback after feedback has been left for them. For those sorts of users, your best bet may be to leave feedback first without regard to whether you have received any feedback.

Don't ask for feedback. (That one's not mentioned in the feedback policy.) I've read of sellers waking up to a big ol' red donut and the buyer's phrase, "Here's the feedback you pestered me for!" Hope that helps.

Go above and beyond your buyer's expectations - ship early and make sure to package your items really well -- don't use dirty, old packaging materials. And thank them for their purchase by providing a note ( or the bare minimum of a packaging slip) and a coupon for a future purchase.
