The Spring 2020 Update Page for the photo backgrounds tool has 2 links that are either broken or lead to an irrelevant page
The clickable header redirects to the eBay Home page
And the "Learn More" goes to a page that gives recommendations on how to take photos.
There is NOTHING on that page that actually says anything about the new tool 😞

Our new photo-editing feature allows you to change any photo background to white. When you upload or select photos for your listings, you can now tap on the background removal feature to automatically add a white background or apply your own touch-ups. Access the feature in the eBay mobile app on your iOS or Android mobile device. You can add and edit photos in the mobile app and finish your listings on the desktop.
