I'm getting this error when trying to activate offers:

domain:API_INVENTORY

category:REQUEST
message:The eBay listing associated with the inventory item, or the unpublished offer has invalid data in the associated Fulfillment policy. At least one valid postage service must be specified.
This was working until recently. The client insists they haven't changed the policies. I've checked and they all look fine, the IDs match those in the offers, there is a valid postage service. I've tried creating another fulfilment policy and changing the ID to match that, and the error is the same. The other policies look fine.
I'm wondering if the error message has anything to do with the actual problem. Does anyone know what the error might be?

Has your client updated any deprecated USPS services (First class package, Retail Ground, and Parcel Select) to Ground Advantage (USPSParcel)?

It's in the UK - the carrier is the national one.
I've had a look at the postage options - it all seems fine. The options selected are still available in the drop down lists, which is to say they haven't - for instance - been deprecated so as to need reselection.
I wondered if this might have something to do with the Inventory Location. Because that vanished. I remember creating one initially to have a value to use in the API calls, and it no longer existed, so I created another with a new identifier and the offers are tagged with that inventory location.
That roughly corresponds with which items work and which don't. I can query and see the inventory location in the API, there don't seem to be any problems with it. I don't recall how the first was set up, I've tried both STORE and WAREHOUSE types working on this theory but nothing I've changed has made any difference to the error message.

There have been quite a few reports of inventory location failing in the Sandbox recently, while staff says it is working just fine. Perhaps this is related, and, as you suggest, there may be specifics that don't work that staff is not seeing in their tests.

Still no nearer to working out what this is. I thought I'd move onto a different batch of products with different attribute sets; I'm getting it for every product now. The Inventory Location is specified, even with Lat and Long and opening hours and the policies have valid IDs and the postage services are specified. Yet every call to Activate Offer is rejected with this error message. An example offer ID (in case anyone from eBay can have a look) is 373621687016.

Does anyone have any idea? This has all simply ground to a halt now. I have the option to pay for eBay developer support to find out what "The eBay listing associated with the inventory item, or the unpublished offer has invalid data in the associated Fulfillment policy. At least one valid postage service must be specified" means, but I'd rather not spend more of the client's money (another $250 to start with) if we can help it.

Still waiting on this. The project has been stalled for weeks now. What causes this error, and how can it be resolved?

The documentation is useless and doesn't actually say what the error is when this message is returned. It isn't about postage services. What is it about?

OK, I've invited the client to spend the money with eBay support to discover what causes this error and how it may be resolved:
"The eBay listing associated with the inventory item, or the unpublished offer has invalid data in the associated Fulfillment policy. At least one valid postage service must be specified."
Sadly I suspect the project will be dropped at this point, but they may wish to proceed, having spent so much already, we shall see. Thanks all.

This magically repaired itself when the 'default' inventory location came back (the problem began when it vanished all by itself) and at the same time, the other inventory locations I'd created, disappeared.
I was then able to tag products back to the inventory location 'default' and it started working again.
I didn't do anything. It just requires waiting for the vanished location to pop back up again. Or, it's something the client is doing in the eBay interface with which I am not familiar.
