Can anyone tell me what kind of figure this is? I can’t seem to find him anywhere since there are no tags. Is he an elf? Thanks in advance

nothing on the back of the neck? I say Its Father Christmas, European St. Nick is dress different in the Folklore.

He doesn't look Christmassy at all.  Is therre any kind of residue or strings on the back?  He looks like part of a display.
