How to use sandbox

There is some problem with the sandbox? I am trying to enlist a product, even if I try to buy one but I need a credit or debit card to buy. Documentation is not clear.

You don't need to use any real card details to checkout in the sandbox. You can complete the checkout by using any dummy credit or debit card.

I can buy a product in the sandbox UI? or do I need to buy by API rest? And to list products too? or for check orders?
