Creating New Keysets?

I'm close to losing my mind here, I'm trying to either get a new keyset or create a new app (preferably the latter). I have an old app with a Sandbox keyset from ages ago, and I'm starting something new now. Turns out it's not that simple to just create a new app, so I was just going to create a new keyset. I hit request a new keyset and it just takes me to the support ticket site where I can't even submit a ticket (it's not easy to find at all, just wants me to look through the forums). Any help for how to create a new keyset or new app would be appreciated, I've spent the last few hours arguing with AI and browsing through forums trying to find the solution here. Thanks!

For creation of additional keyset please file an Application Growth Check request explaining the need of an additional keyset and why the current keyset can't be used to fulfill the need.

Please follow the instructions below to locate the appropriate form for submitting an Application Growth Check request:

1. Visit https://developer.ebay.com/my/support/tickets?tab=app-check

2. Log in with your eBay Developer Program account information.

3. Fill out the questions asked in the form. We will then be able to process your request.
