Does anyone recognize this fancy cancel on US Scott 231

Having trouble trying to figure out what is cancel is suppose to represent on this US Scott 231, any ideas would be appreciated.

It's an extremely common bull's eye killer. Thousands of different post offices used these in the 1890.
