Need some help with Combined Shipping

Not sure if this is possible, pretty new to setting up Ebay

After enabling Combined Payments and also trying different options in Flat and Promotional postage rules , I can't get the result I am after.

We are going to offer three postage options on all listings - no problems doing this bit
Free: Evri Express
additional 1.50: Royal Mail 48
additional 3.00: Royal Mail 24

Now some people don't like using Evri

If customer adds two or more of our items and they wish to use say Royal Mail 48 on them, Ebay adds 1.50 for each item on the order at checkout.
How would I set rules so maximum of only 1x 1.50 or 1x 3.00 is charged on the order as we are combing all items in either the Royal Mail 48 or Royal Mail 24 parcel?

I thought the postage rule: Maximum Postage Cost for Single Combined order option would work Ok as I would just max out shipping charge at say £2.50 on a combined order, but this is never reflected on the checkout  - Ebay still just charged/added all the 1.50 charges for each item
