Wanting to get the "Help" from ebay for a return and I keep seeing that statement "you can ask us to step in and help" but after a couple of hours of searching thru ebay and google there is no Help. And yes I have followed these directions:

If you and the seller aren't able to come to a resolution, ask us to step in by finding the item in your Purchase history, choosing See return details, and then selecting Ask eBay to step in.
The Return Details page does not have a button "Ask ebay to step in". The floating help button has no such information either. Where oh where have you gone. At least with Amazon it is clear and easy to get return help.

That button will appear 3 full business days after you opened the request. If eBay says you can ask them to step in if you and the seller can’t work things out by 4/27 for example, you can ask eBay to step in starting on 4/28.

Did you open the case first? Did you not receive the item or was it not as described?
Here is what you do in either caase:
For item not received First, message the seller and ask if something is wrong. Be polite! If the seller ignores you or doesn't give a good answer. Then move on to eBay's help.
If your item did not arrive by the last delivery date listed, go to the Resolution Center and pick I didn't get it. Follow the instructions there to get a refund.
If the item was not as described go to the Resolution Center and pick I receved an item that does not match the seller's description. Follow the direction to return the item and get your money back.
There is a link to the Resolution Center on the bottom of every page on EBay.
Once you have opened your case, the seloler will have three days to answer. If they don't, then you can pick ask eBay to step in right in the return case. Make sure you check the case every day and do NOT close the case for ANY reason until you have your money back.

there is a separate thread on this issue,if Ebay has refunded buyer out of its own pocket,then why is the seller still carping about losing?
This is rare,that Ebay will refund $600 out of its own pocket

Because the seller misunderstood as you misunderstood. It isn't anything more than that. Just a simple misunderstanding.
On the other thread the OP shipped using GSP. Since the buyer claimed it was damaged in shipment, part of the GSP is that Ebay will cover the claim. So they did and it did not count against the seller and they were NOT require to refund the buyer. The seller is NOT out ANY money. It simply is part of the GS program.
