If it does not say flat rate on the box, it is not flat rate.

It does not say it is flat rate so it is not flat rate.

As noted in the other post, all of the flat rate boxes clearly say Flat Rate right on them.  The "shoe" box is one of several free Priority Mail boxes which are not flat rate; they ship at the regular Priority Mail rates based on weight, dimensions, and distance.
