You are registered in the USA, and eBay doesn't offer the eBay Plus program in the USA. That is only available on eBay Australia, and it only applies for listings that are designed as eBay Plus items.

Are you being charged a monthly fee from eBay? Did you sign up for eBay Plus in Australia, by mistake, or were you there before?
