The bigger question is: Why would a buyer pay more for shipping after they have already paid? Please expand...

Because he changed where he wanted it shipped after he paid. He did not inform myself or ebay that it was his desire.

Thank you. That would make sense, I suppose. Make sure that you only ship to the address on the order. This will avoid an Item Not Received claim. Did the buyer change the address there before paying?

He bought the item and I went on sold, copied his zip code, went on postal cost, did the math and sent him an invoice with the shipping charges, I wait for several hrs and then he pays with an new address to send said item farther away from the first address which is more money, hence we have the problem. What he should of done was to inform me before auction was over and he was the winner that this would take place, COMMON SENSE.

^^^ That's a big yeppers. ^^^
Hmmmm... if I were you and the address that your buyer wants the item shipped to is not the address on the order, I'd cancel that sale and relist it for the buyer to re-purchase, making the correct address show on the new order. (Another plus with this would be that the shipping charge would be corrected.)
I'm worried for you that you're being set up for no seller protection. 🤔

There is not a setup. Ebay has listed the second address as the one to send it to, just another screw up. Still my question is, how would he send the money thru pay pal to me, what's the procedure?

I smell a scam...Ship only to the address that is provided by ebay. If they ask that you ship elsewhere, tell them you can't as you would lose your seller protection and most likely the item.

Okay... I feel better. If the eBay order lists the new address (that the buyer has inserted), then that's no screw up.
To request monies through PayPal... open to your PayPal and tick 'Request' (upper right) from the home page. When the page reloads, add the buyer's email address and follow the bouncing ball. Now that you've made the sale, it's okay to request the buyer's email address... just send the buyer a message through the transaction.

The best way to keep ebay happy would be to cancel the transaction for the reasons in the transaction, & then have the buyer place a new order. Don't forget that the ebay fees are based on the complete charges of the transaction....that includes extra shipping charges. Don't give ebay reasons to send you an arbitrary off-ebay transaction charge.

When I see when purchasing my label the First Class Package option.
Max weight 15.9oz max dimension 22x18x15 I take it. But I was told that weight is not NOT first class. I wonder if it's a typo?
