why is ebay suddenly using my paypal for USPS Labels, Before the shipping label cost came out of my available funds on ebay, this just started 3/1/2022

The button at the bottom left might have gotten 'whacked'. Just tick 'Pending' again... it should save as your default.

Strictly speaking, the button would have gotten Out Of Whack wouldn't it?
This of course necessarily implies that there is a normal condition of, or state of being, In Whack; does exist. Hope this helps!

Thanks , That was the issue, somehow the Paypal option was marked.
