If you use eBay or paypal to create labels, then there is a discount. Even if you print from USPS website, there is a discount from the retail price. However, you have to input the correct information (weight and dimensions of package) when creating a label or USPS will (rightfully) charge you extra. Do you have a postal scale at home that you use to weigh packages?

We get a discount on the price of postage. We don't get a break if we enter the wrong package weight.
If you enter the package weight and dimensions correctly, then the cost for your eBay shipping label will be less than the cost of purchasing the same service at the Post Office counter (with one exception: Media Mail).
