I shipped an item I sold to the buyer and by the time it reached the buyer someone had torn the package and removed the item so when the package was delivered the buyer only received the packaging envelope and packaging slip.  What do I do?  Am I covered by ebay shipping or do I just go ahead and refund buyer?

If the package was insured, priority mail includes it, you can file a claim with the shipper for YOUR loss. You DO have to refund the buyer in any case.

Here are the steps I would take:

  1. Apologize to the buyer for the inconvenience.
  2. Refund the buyer.
  3. If it is worth the hassle, and if it was sent insured,  ask the buyer to take a photo of the packaging, and maybe a closeup of the USPS stamp that says the package was delivered empty ... the USPS marks packages that have been torn open like this.  Then file an insurance claim with the USPS, attaching the photograph(s).

Yes, you are responsible for refunding in this case. eBay doesn't offer free insurance. Depending on what service service and company you used, there may be insurance included. 

 

If you sell a lot I suggest insuring through Shipsurance, or a similar company.
