Having trouble entering a dimensions on package thickness. Have tried fractions and decimals. Help, please. Thanks!!

Enter whole numbers. eBay doesn't accept fractions or decimals for package dimensions, probably because USPS doesn't use them for the services for which eBay sells labels. USPS policy is to round off to the nearest whole inch, so 4.4 inches would be entered as 4.

I always round up to be safe. So for me, 4.4" would be entered as 5"

What are you being safe from? We both know that 4 vs 5 inches doesn't matter anyway unless the package volume is over 1 cubic foot (1728 cubic inches). Rounding up unnecessarily, and entering 5 rather than 4, could significantly increase the cost of your label if it made the difference between regular rates and dimensional rates. Fortunately, the APV system catches most overpayments as well as underpayments, and will make the appropriate account adjustment.
