set up exclude buyer location list

i have set up Puerto Rico as exclude location for shipping. but still i receive orders from buyers in Puerto Rico. why is that. please help me

Did you also, in Site Preferences, choose to block bidders/buyers who are located in places you don't ship to?

BTW Puerto  Rico is domestic shipping; it has US zip codes.

If you block US Protectorates it would block Puerto Rico.
