I need some help:

has the return set for - "buyer pays for return"
I know of course that most buyers will lie and say that there was something wrong with the item - and that in that case it would be my responsibility to pay for return shipping.
I have no problem with returns because the item is always sold again before or as soon as the item is returned.
My problem is eBay sticking me 75.00 for a USPS return label WITH NO INSURANCE WHEN I CAM PROVIDE A UPS RETURN WITH FULL INSURANCE FOR 19.00.
BUT I DIGRESS,
Moving forward, I have my listings set to Buyer Pays For Return shipping because:
1.) I want the ability to approve the return instead of having it approved automatically.
2.) I want the ability to send my buyer a fully insured UPS return label instead of being stuck 75.00 for a substandard and overpriced USPS label WITH NO INSURANCE.
So 2 days ago a buyer opened a return for the above item AND WITHOUT MY PERMISSION EBAY AUTOMATICALLY APPROVED THE RETURN AND STUCK ME 75.00 FOR THE USPS LABEL.
This is the whole reason I quit "FREE RETURNS'!!!!
So, I emailed eBay and asked them and of course they didnt read my message because they responded with:
""I have reviewed the details of the return request and I can see that the buyer selected the return reason of Not As Described. Because eBay has no physical relationship to the item we are not able to dispute return reasons.
This means that whenever a buyer files a return within 30 days of delivery and indicates there was a problem with the item the seller will need to approve the return and provide return shipping.""
Helllloooo, The second sentence clearly states:
""This means that whenever a buyer files a return within 30 days of delivery and indicates there was a problem with the item the seller will need to approve the return and provide return shipping.""
I WAS NEVER AFFORDED THE OPPORTUNITY TO APPROVE THE RETURN (which I dont really care about anyway)
THE MAIN THING IS I WAS NEVER AFFORDED THE OPPORTUNITY TO SEND THE BUYER A UPS LABEL.
Please help explain this to me.

The return process was automated in the 2018 Summer Seller Update ... you can override the automated labels by setting up an RMA requirement for your returns.

I just checked and the RMA option is turned on and I still got stuck 75.00 for the USPS NO INSURANCE RETURN LABEL.

NOW I SELL IN THE LAPTOP CATEGORY, AND I CAN TELL YOU THAT WHEN EBAY PROVIDES A RETURN LABEL THEY CHARGE 75.00 FOR USPS LABEL WITH NO INSURANCE.
IT MUST BE THE CATEGORY - RIGHT?
THIS IS WHY ITS SO IMPORTANT TO ME TO PROVIDE MY OWN LABELS
QUESTION - DOES THE RMA SETTING APPLY THE SAME TO PEOPLE THAT DO "FREE RETURNS"

Go through your saved return rules/policies, if any, and see if you have automatic return approval set up and turn them off.

RMA feature can still be enabled, it looks like.

1. Select Send an eBay shipping label.
2. Confirm your return address on the label.

When using your own carrier, make sure to upload the label and tracking details to the buyer’s return request.

No. If your preferences are set to automate any portion of the return process, including offering a replacement, an automatic eBay label will be sent to the buyer for return shipping. You may only use your own label in cases where you manually approve returns.
So make sure you don't have "automatically accept a return request" preferences enabled.
