Can you mail a single photograph with the ebay standard envelope program? I have gotten conflicting answers to this. In the list of categories photos is not listed as something that can be sent as far as I can see. But when I list my photos ESE comes up as an option.

Here are the categories.
postcard and photograph of same size should be ok.. I have used photo as postcard to send to people before, I guess you have to list them in postcard category. But I dont think bigger size photos would apply.

Photos are not on the list.
It might let you choose it in the listing, but when you go to buy a label, then you might not have that option.

Here is the general information regarding the eBay Standard Envelope program.

You can see the requirements as to size, value, etc. As you say they don't mention photographs specifically as eligible.
Hopefully, someone else with more knowledge about this will come by to advise you.
All I know about this program is it quite inexpensive, but the tracking is not reliable. eBay may allow you to choose ESE shipping as an option, but when you go to make a label you will be denied using it due to the category not being included, size, or value. ESE is an eBay program so you can't just go buy and print a label for same on USPS or Pirate Ship like you can for media mail when, for example, you are selling a book but it is listed in the subject matter category instead of books and eBay subsequently prevents you from printing a media mail label.

Hmm, ok. It definitely allows me to pick it for photos but doesn’t even show up as an option for some of my other 3oz paper items. So that’s why I was wondering if photos was actually included in a category.

According to the spreadsheet on the ESE information pages, Collectibles/Photographic Images/Photographs is a qualifying category. Try it out and see if it works.
ESE is not actually limited to 8 categories, it is allowed in all categories listed on this spreadsheet on eBay's ESE information page, and there are over 1000 of them. They changed this with little to no notice a while back.
