Why Ebay does not accept returns when inserting an item, but shows -Seller does not accept returns-.

'Not accept returns' is not the same as 'no refunds'. Ebay gives the choice to the seller, for 'buyer remorse' type returns, but gives buyers a 30 day Money Back Guarantee for items 'not delivered' 'damaged' 'not as described'... then the seller is given the choice, pay the shipping to get the item back and then refund when you get it, or simply refund and you don't have to pay the shipping to get it back.

The 'No Returns' option is only useable if the reason for a return is a remorse reason... which can be disallowed.

If the Return cites 'Not As Described', then a refund will ultimately be issued. Return (or not) is up to the seller.

When inserting, I include the -30 day returns category. Buyer pays for return shipping- and it does not accept me but only accepts -Seller does not accept returns-.
