You can use ebay's bulk edit feature to do that in a few quick steps. This is my macro for changing the handling time to 1-day, so you can follow it to change from No Returns to 30-day returns.
This is what I did to change handling time to 1-day back when it was required to be a top rated seller:
Using Seller Hub, I went to Manage Active Listings. I clicked the [ ] box in front of Actions to mark all the listings. Then I clicked on the down-arrow next to EDIT and selected Edit all xx listings.
Next I clicked the [ ] box at the top to select all listings. Click on EDIT FIELDS. Click HANDLING TIME. under Edit Handling Time, select CHANGE TO (you can select from 1, 2, 3, 4, 5, 10, 15, 20, 30 days). SAVE & CLOSE. Click SUBMIT CHANGES.
