I sent the wrong item to a buyer and they don't want a refund. I am sending them the right item but how do I issue a return label to them to send back the wrong item?

Your buyer might be able to start a return request for a replacement --otherwise, buy a prepaid label:
and email it to your buyer's email address --
shown in the PayPal Transaction Details page.
