You haven't specified why you're requesting refunds.
If you are requesting a refund because you've not received your purchase within a few days past its estimated delivery date, you have 30 days past that date to open an item not received case in the Resolution Center.
If, however, you did receive it, but it's not as described, you have 30 days to open an item not as described case in the Resolution Center.
Neither of these actions requires you to speak with anyone or ask any questions because it's an automated process. Just open the case, wait 96 hours, then ask eBay to step in.
