I shipped an item as is and the buyer received it as is but it didn’t fit therefore they filed a refund. I don’t even do returns. I offered a partial refund, but in my paypal account all the money from the item was taken out and I haven’t heard anything from ebay or the buyer since and it’s been 6 days.

There is no such thing on eBay as "No returns. Sold as is. All sales final". You can have a return policy of "no returns", but you will still have to refund the buyer their money if they claim that the item received was not correctly described ... this is the Money Back Guarantee for buyers.

What sort of return did they file... Didn't fit or not as described?
If it was a didn't fit, you can refuse the return. If it was a not as described, if you want to continue selling on eBay I suggest you accept the return and pay return shipping.

It was a pair of shoes and the buyer bought the item knowing the size of the shoe then said they didn’t fit.

If the buyer stated "DIDN'T FIT" you can DECLINE the return. However, the buyer can leave whatever feedback s/he wishes.
You can tell the buyer that you will accept the return, but the buyer has to pay return shipping.

I believe I've read others that had a no returns policy and chose not to respond to the request (neither accepted nor declined), and eBay refunded the buyer. I wonder if this happened in this case?

As I said, if they opened a "does not fit" return, you can just deny it. If they opened a "not as described" return and said in the return that it does not fit, you cannot.
