Hello. I bought a object that was send on 5 september from USA to Netherlands. Tracking stops at 13 september or so. Item seems to be still in the USA. Date is shifting lots, 6 or so times up until now. Like today it states receiving 18-10/23-10 but that will highly likely change next few days. 

 

It looks to me like item is lost and tracking is in a loop. Am i right?

If the item doesn't arrive eBay will refund you every penny you paid. That's the beauty of eBay Global Shipping and eBay Money Back Guarantee. If it was a traditional sale then you would still have to pay for the customs fees even in a return because they would have been paid directly to your government.

This is tracking provided by eBay Global Shipping. So you are protected. The seller sent the item to Pitney Bowes in Kentucky and they are sending it the rest of the way. They will keep updating the estimated delivery date as the package moves through customs and through local post.

 

Ultimately if you do not receive the item you can file a claim and you will get a refund. However, as long as the item is moving in transit, you won't be able to file any kind of a claim.

Good news is you are fully protected. Item arrives damaged...protected. Item gets lost...protected.

I payed for item $xx, sending /packaging $20 and custom $27 . Will i get all that money returned?

 

It is now 40 days.  Normally it takes like 3/4 weeks for a item to arrive from the USA but  those never go through custom, this one does. It looks like after 40 days the item is still in the USA which is weird. At what point one knows it will not be delivered?

When you click on the "Track on carriers website" link under the timeline on that screenshot,  does it also show  that there have not been any updates since Sept. 13?  If so, go to your purchase history in ebay and look at the expected delivery date there...that date shouldn't have changed since you made the purchase.  You have 30 days after the latest estimated delivery date to open an item not received claim on ebay so you want to open a claim before that 30 days.  If it was me, I would open a claim now if there have been no recent tracking updates and if it is past the estimated delivery date.

The last sentence is incorrect. In a 'traditional' sale, customs is not paid until the item is picked up at customs or the post office so the buyer does not lose their custom fees if they never receive the item.  

In cases where they paid customs and then returned the item...many countries will allow you to recover the taxes and duty paid if you have proof that the item was returned.
