A post office employee told me this as she was scanning my items. I told her that option's available when printing labels on here and she told me that it was up to individual post offices to accept or reject First Class mail over 13 oz.
Anyone have insight into this? I thought First Class mail now included anything that weighed under a pound.

Yes. The employee is ummmm... misinformed.
Individual post offices don't make up their own rules. If she continues with this nonsense, ask to kindly speak to her supervisor.

You should report her to the Postmaster. Even if she doesn't do it again.

I would have no issue telling her that for Retail - Over The Counter purchases for First Class Postage that she is 100% correct. Retail goes to 13 oz. but according to the DMM (which provides the official policies & pricing), Commercial customers are allowed to ship up to 15.99 oz via First Class and she's free to look it up.
Or you can print it up and shut her up

I had a supervisorwannabe tell me that flat rate envelopes and boxes had to be completely flat without any bulging. She said, and you will love this, "Why do you think they call them flats?" I called the USPS customer service toll free number and reported her. I know they spoke to her because shortly after reporting her, every time I would enter the location and she would see me, she would close her window and go into the back.

No, it is NOT up to each Post Office. Rules are rules across the board.
First Class Parcel maxes out at 13 ounces at the RETAIL WINDOW
First Class Parcel labels max out at 15.99 ounces.

well everyone here seems to have answered your question, she was wrong.
now a story: My son is stationed in Guam, but before he was actually there i was buying stamps and asked for postcard stamps( what the price was) I said my on will be sending them from Guam, so I'd like some post card as well as first clas stamps.... the lady looked at me with a wide eyed look and said " well he'll have to get the cost of the postage there!" I said" huh? it's the same to guam or from guam.
she stared at me and said, : "you have to get the actual cost of any mail that comes from a foreign country, at their post office."
I was kind stunned, I said GUAM, the terrirory of the USA, it's on the quarters, you know the u.s territory, like Puerto Rico (figuing she'd have heard of PR). she was blank...
i turned around and look at the guy behind me and said " OMG she doesn't know that Guam is a US territory... YOU know where Guam is right?"
the guy said" ahhh i think it is South America somewhere"...
I laughed and said never mind, but explained that Guam and PR and a few other places are US territories, and as far as mailing...it's the same...flat rate price is flat rate, and just like HI and AK which are states, it all basically the same...so 1st class mail is by the weight , etc...and a post card stamp would be the same from guam to US staes as it would be from US states to GUAM....
I had to throw in , YOU do know HI and AK are states right?
I did not start out to be mean, and was kinds stunned and funny too...BUT my point is? well i think my point is that they don't all know what they are doing , just working...
what to learn interesting facts and understand more about what a Territory means for the citizens: watch this...its funny too, but may not be for everyone to like...so up to you
