So I have listings that have the option of using Priority Mail or the Priority Mail Medium Flat Rate Box ... yet when a buyer checks out the cheaper option does not automatically show up, they have to choose the cheaper option themselves ... many buyers don't notice/ebay hides this option during checkout.
It shows up exactly as I create it ...
if I put Priority Mail first on the list, Priority Mail shows up first
if I change it and put Flat Rate first, the Flat Rate shows up first
Why doesn't ebay create a line of "code" and have the web page just show the cheaper option, not whatever is first on the list ...
My sales to the West Coast are very low because of this missed opportunity !

It shows the first listed, not the lowest. If you want the cheapest, change listing to make the top shipping method the cheapest.

a 3 pound box would cost $7.80 to ship to NY and $17.15 to CA
a flat rate box would cost $13.60 to NY and CA
If I put the Priority Mail first the people in CA pay to much.

Why cant the ebay page pick automaticaly the cheaper of the two because there is no way to put the cheaper first ... either the West Coast pays too much or the East Coast

Because in this case, your 2 options are the same service. It would be different if say you listed Priority and Parcel Select.
Just list with Priority then ship in the mailer that suits best depending on location.

I check out sometimes without realizing there are cheaper methods. It's not in your face and when you're busy it's easy to overlook on the checkout page. I'm certainly not stupid.
I agree, Ebay should be showing the cheapest shipping option first to every buyer. You'd make more sales too.
