Hello,
I live in France and created a listing on ebaycom for a specific item.
The buyer of this item is located in Germany and tells me he cannot finalize payment because Ebay tells him I do not ship to Germany - which I did not exclude.
So I generated another invoice with a shipping policy I picked up at random from the list proposed on ebaycom but ... it still does not work.
I do not understand.
Any help ?

Your jacket listings shows it will ship to Germany for $28, so there shouldn't be any problem.

Could it be that the specific item can NOT be sent to Germany? I know that some countries now ban used clothing unless it's be certified SANITIZED. Ask the buyer to sign out and then sign in and try to pay. Perhaps they do not have enough $ in the account or their credit card is almost maxed out.
You reached the Ebay USA boards. Perhaps you can post this question on the ebay Europe or France site for another answer.

Actually, this is not for the jacket still for sale but for a briefcase bag I sold and for which I had choosen "Standard Shipping from outside US" as a delivery policy and I had stated a price in the text description of the item for delivery to Europe.
So as said I send a new invoice trying another shipping delivery ("international economy delivery") and recording a cost for it ... but the buyer told me he still could not pay for the "do not ship to Germany" reason ...
I asked the question on Ebaycom because I put the item for sale on Ebaycom. I do not think the problem is connected to the item itself - a briefcase bag.
I will suggest to the buyer to sign out and back in.

Hopefully, he can pay. Ebay has so many glitches lately. Could it be that the dimensions of the box are too big to ship the way that you stated in the ad?

Maybe it has to do with the packaging requirements for sales to Germany:
Have you registered as required to make sales to Germany?

This is for the Hermes? There is no shipping cost to Germany which is likely why the buyer can't pay. The listings has ended so changing a shipping policies won't help. To send an invoice, go to sellers hub / orders / awaiting payment. There should be an arrow next to the item that has a 'send invoice' option. Fill in the shipping cost (in $US) and choose a service such as international economy.
If you don't see the send invoice there try going to All Orders.

I concur with the advice posted by @pjcdn2005. If @satyrusactaea is having issues, they will have to come back and clarify what they meant when they said sending an invoice "still does not work." It sounds like they're referring to setting up a shipping policy on a listing and I'm not clear if an invoice was truly sent to the buyer.
